Indonesian state-owned enterprises and Chinese oil service giants have reached a $0.1377 billion drilling platform lease agreement, opening a new chapter in Southeast Asia's offshore oil and gas cooperation, marking the deep participation of Chinese equipment and technology in regional energy development.

Indonesia's National Petroleum Corporation (Pertamina) and China Petroleum Offshore Engineering Co., Ltd. (CPOE) recently reached a strategic four-year deep-sea drilling cooperation agreement. Under the terms of the agreement, the National Petroleum Corporation of Indonesia will lease the CPOE 16 jack-up platform equipped with the latest digital drilling system. This is the first commercial operation of the platform in Southeast Asian waters and is also the strategic starting point for PetroChina Offshore to fully deploy the Indonesian market.

's cooperation has set a number of industry records: not only has the contract value exceeded 1 billion yuan (about 0.1377 billion US dollars), but also marks the first time that China's self-designed and built deep-sea drilling equipment has systematically entered Indonesian waters. CPOE, as a professional offshore oil service sector under CNPC, has listed Indonesia as a core strategic market since 2018. This cooperation is a key fall in its "Southeast Asia Technology Export Plan.

CPOE 16 platform, which is about to set sail, can be called the representative work of China's high-end manufacturing industry. The platform was built by Shanghai Waigaoqiao Shipbuilding Base in 2014. Recently, a 120-day intelligent upgrade was completed in Shenzhen China Merchants Industry, adding a digital twin monitoring and intelligent blowout prevention system. Industry insiders analyzed that the platform's operating water depth of 120 meters and maximum drilling depth of 10,000 meters fully met the development needs of complex geological conditions in Indonesian waters.

Indonesia National Oil Company's upstream business director said: "In the context of the development of oil and gas resources to the deep sea, the introduction of China's advanced drilling technology will significantly improve our operational efficiency. This cooperation not only strengthens energy security, but also lays the foundation for strategic cooperation between the two countries in the era of new energy. "The head of CPOE's international marketing department revealed that the company has set up an Indonesian localized technical team and plans to form a trinity service model for equipment leasing, technology export and personnel training in the future.

As CPOE 16 sets off for Indonesia's Java Sea operation area this weekend, this transoceanic industrial cooperation will not only rewrite the regional oil service market pattern, but also indicate that China's offshore engineering equipment is realizing a strategic upgrade from technology export to standard export in countries along the "the belt and road initiative" route.
