Indian Bureau of Standards mandatory polyurethane product certification to ensure quality and safety

The Indian Bureau of Standards has mandated certification of polyurethane products to ensure compliance with quality standards and has issued more than 30000 certificates covering a wide range of areas to ensure market security.

The Bureau of Indian Standards (BIS) recently issued a quality control order for polyurethane (PU) products, requiring all polyurethane products to pass mandatory certification. The order aims to ensure that polyurethane products comply with IS 17397 (Part 1):2020 or ISO 16365-1:2014 standards, which detail the basic quality parameters such as product performance, durability and safety.

According to Scheme I in Schedule II of BIS (conformity assessment) regulations 2018, polyurethane products must bear the BIS standard mark before they can be imported and sold in India. This applies to all types of polyurethane products, whether thermoset or thermoplastic, and is essential for applications such as adhesives, coatings and synthetic fibers.

BIS Quality Control Order was originally issued in September 2021 and was amended in September 2024 to set March 19, 2025 as the final date for enforcement. BIS-certified products not only meet quality and safety standards, but also provide manufacturers with market access opportunities and ensure compliance with regulations.

As a third-party certification body, BIS certified products will bear the ISI label, which has extensive influence and strong credibility in India and neighboring countries, and is a reliable guarantee of product quality. Products with the "ISI mark" indicate that they meet Indian standards, thereby enhancing consumer confidence. Since 1955, India has implemented a product certification system to harmonize regulatory standards and requirements to ensure the quality and safety of products.

worth noting that under the BIS Act of 1986, product certification in India is generally voluntary. However, in order to protect public health, safety and public consumption, the Indian government has implemented mandatory certification for certain products through instant decrees. All products subject to mandatory certification must obtain product certification before entering the market.

The predecessor of the Indian Bureau of Standards, the Indian Standards Agency, has a history of more than 50 years since product certification began in 1955. To date, BIS has issued more than 30,000 product certifications that allow manufacturers to use the ISI mark. Its certification scope covers agriculture, textiles, electronics and almost all industrial fields, ensuring the quality and safety of products on the market.
